Iowa VA IRRRL: Streamline Refinancing for Hawkeye State Veterans

Iowa does refinances its own way, with a state title guaranty and an attorney opinion instead of private title insurance. Here is how a VA IRRRL fits that system.

Iowa is different

No private title insurance. Seriously.

Every other state on my list uses private title insurance. Iowa does not allow it. Title protection runs through Iowa Title Guaranty, a state program, and an attorney title opinion is part of the process even on a refinance.

Why should you care? Two reasons. First, you will see an attorney opinion in the file and a flat Iowa Title Guaranty lender fee instead of a big premium. Second, Iowa has no mortgage recording tax. So the third-party costs on an Iowa IRRRL tend to be plain recording fees plus that flat charge. Lower costs make the 36-month recoup test easier to pass.

If you are used to closings in Texas or Florida, this will feel almost boring. Boring is good. Boring closes on time. The one thing I want you to do is read the Iowa Title Guaranty line on your estimate and ask any question that comes to mind before the signing, not at the table.

Who I talk to

Iowa's veterans, Guard and Arsenal crowd

Iowa does not have a giant active-duty base. What it has is a deep bench of veterans who came home, plus a strong Guard footprint.

Camp Dodge, Johnston

Iowa National Guard headquarters, just northwest of Des Moines. Guard members with prior active service often carry VA loans across the metro.

Iowa Army Ammunition Plant

Near Middletown and Burlington in the southeast. Small workforce, rural setting, same IRRRL rules.

Rock Island Arsenal

Technically Illinois, but plenty of the people who work there live in Davenport and Bettendorf on the Iowa side.

Veterans statewide

Cedar Rapids, Iowa City, Sioux City, Waterloo, farm country. If the loan is VA, the streamline is on the table.

Homestead joinder

Married? Your spouse is probably signing.

Iowa is a homestead joinder state. If the home is your marital homestead, your spouse generally has to execute the mortgage even when only one of you is on title. Skip that and the lien on the homestead can be invalid, which no lender will risk.

So plan for both signatures. It is the state rule, not a VA rule, and it applies to an IRRRL the same as any refinance.

Closing day

Wet funding and the cancel window

Iowa refinances are wet funded. Money is generally available at signing, subject to the federal right-to-cancel window. Iowa also bans prepayment penalties on standard first-lien residential loans, so paying off your old loan should not come with a penalty.

Iowa forecloses judicially. That is a slow process, but slow is still bad. If your payment feels tight, a lower rate now beats a hard conversation later.

Practical tip for the closing: bring both signers, have your current payoff statement handy, and ask the closing office to walk you through the Iowa Title Guaranty paperwork. It looks unfamiliar if you bought in another state first. It is still just title protection, delivered the Iowa way.

The VA side

What has to be true before we start

The IRRRL refinances an existing VA loan into a new VA loan at a lower rate or a more stable product. Nothing else qualifies. You need at least 210 days past your first payment due date and six payments made, whichever comes later. The new loan has to deliver a net tangible benefit, and the costs must come back to you through monthly savings within 36 months.

Good news on paperwork. VA usually requires no appraisal and no income verification for an IRRRL, though individual lenders can add overlays. You only certify that you lived in the home at some point. The funding fee is 0.5%, and it is waived if you get VA disability compensation.

Iowa VA IRRRL questions

Why is there no title insurance on my Iowa refinance?

Iowa does not allow private title insurance. Title protection comes from Iowa Title Guaranty, a state program, backed by an attorney title opinion. Instead of a large premium, Iowa Title Guaranty charges a flat lender fee. For an IRRRL that usually keeps costs down, which helps you pass the 36-month recoup requirement.

Does my spouse need to sign if I'm the only one on the VA loan in Iowa?

Usually, yes. Iowa requires homestead joinder, so if the home is your marital homestead your spouse generally must sign the mortgage even when only one of you is on title. Without that signature the lien can be invalid, so lenders will insist on it.

Is there a mortgage tax on an Iowa IRRRL?

No. Iowa does not charge a mortgage recording tax, so you pay flat recording fees. Add the Iowa Title Guaranty lender fee, the attorney opinion and any lender charges, and you have most of the closing cost picture. The funding fee is 0.5% unless you receive VA disability compensation.

I drill at Camp Dodge and bought with my VA benefit. Do I qualify for a streamline?

If the current loan on your home is a VA loan, you are a candidate. You need at least six payments made and 210 days since the first payment due date, whichever is later. The new loan must give a real benefit, with costs recouped through monthly savings within 36 months.

Will I owe a prepayment penalty when my old Iowa loan is paid off?

Iowa bans prepayment penalties on standard first-lien residential loans, so a typical VA first mortgage should pay off without one. Check your payoff statement anyway. The IRRRL simply pays off the old VA loan and replaces it with a new one at a better rate or a more stable term.
