Georgia VA IRRRL: The Streamline Refinance for Fort Stewart to Dobbins
Georgia makes an attorney close every refinance, including your IRRRL. That is not a problem. Here is what it means, plus how the intangible tax treats a streamline.
Eight installations
Georgia has VA loans everywhere
Georgia has military from the mountains to the marsh. Every base means a crop of VA mortgages, and every VA mortgage is a possible IRRRL when rates drop.
Fort Stewart / Hunter AAF
Hinesville, Richmond Hill, Savannah. 3rd Infantry Division country.
Fort Moore
Columbus, the old Fort Benning. Armor and Infantry school.
Fort Eisenhower
Augusta and Columbia County, home of Army Cyber Command.
Robins AFB
Warner Robins and Houston County, a big logistics hub.
Moody AFB and Kings Bay
Valdosta down south, St. Marys and Camden County on the coast.
Dobbins ARB and Fort Gillem
Marietta, Cobb County and the south Atlanta metro.
Moved on since? Doesn't matter. The IRRRL asks only that you certify you lived in the home before. Rent it out, keep it, streamline it.
Lawyer up (it's required)
Only a Georgia attorney can close this loan
Georgia is an attorney-required state. Under the state's unauthorized practice of law opinions, only a Georgia attorney, or the lender itself, can close a refinance. Your IRRRL is no exception.
What that means for you: a closing attorney will handle the signing. Funding is wet, so the money moves at signing. And a fully remote e-close may not be available, because remote online notarization is limited here by attorney oversight rules. If you are stationed out of state, we plan the signing early instead of hoping for a video link.
Intangible recording tax
Georgia's tax mostly misses a streamline
Georgia charges an intangible recording tax of $1.50 per $500 of the note, which is 0.3%, capped at $25,000. Sounds ugly.
But a refinance with the same lender and the same borrower is exempt on the carried-over unpaid principal. Tax lands only on new money. An IRRRL is not a cash-out, so new money is typically the costs and the 0.5% funding fee if you roll them in. Get VA disability compensation? The funding fee is waived, and there is even less new money to tax.
Ask your lender how the exemption will be applied before you sign. If you are moving the loan to a different lender, ask how they read it.
Georgia also has GAFLA, which requires counseling on high-cost loans and applies a 5-year anti-flipping benefit test. Those rules target predatory refinances. A fairly priced IRRRL that actually drops your payment is the opposite of what GAFLA was written to stop, but it is one more reason the benefit has to be real and documented.
Good news on signatures
Your spouse can skip this one
Georgia has no dower, no curtesy and no homestead joinder rule. A spouse who is not on title does not sign. One less schedule to wrangle. Military families know how rare that is.
Keep vesting the same at closing. If you want to add a spouse to title, that is a separate conversation with the closing attorney, and it can change who signs and what gets recorded.
Title insurance reissue credits may also apply, which trims another line on the estimate. Georgia forecloses non-judicially under a security deed, which is a good reason to keep your payment comfortable.
The VA checklist
Before I quote a Georgia IRRRL
- Current loan must be a VA loan.
- At least six monthly payments made and 210 days since the first payment due date, whichever is later.
- Real net tangible benefit, with closing costs earned back through monthly savings within 36 months.
- VA usually skips the appraisal and income verification. Some lenders add overlays, so ask.

Georgia VA IRRRL questions
Do I need a Georgia attorney for a VA streamline refinance?
Yes. Georgia only allows a Georgia attorney, or the lender itself, to close a refinance, and that includes an IRRRL. The attorney handles the closing and the money is wet funded at signing. It is a standard part of every Georgia refinance, not an extra hurdle created for VA loans.
Can I close my Georgia IRRRL by video from another duty station?
Maybe not. Remote online notarization is limited in Georgia by attorney oversight rules, so a fully remote e-close may not be available. If you are stationed elsewhere, raise it early. Your loan officer and closing attorney can work out a signing plan before the rate lock clock runs down.
Is the Georgia intangible tax charged on my whole loan?
Not on a same lender-and-borrower refinance. That type of refinance is exempt on the carried-over unpaid principal, so the 0.3% tax, capped at $25,000, applies only to new money. On an IRRRL that is usually the rolled-in costs or funding fee. Confirm with your lender how they will apply it.
My husband isn't on the deed. Does he have to sign in Georgia?
No. Georgia has no dower, curtesy or homestead joinder requirement, so a spouse who is not on title does not sign the refinance. That makes Georgia simpler than neighbors like Florida or Alabama, where homestead rules can pull a non-titled spouse to the closing table.
I PCS'd from Fort Moore. Can I streamline the Columbus house as a rental?
Yes. An IRRRL only requires that you certify you lived in the home at some point. As long as the existing loan is VA, seasoning is met and the new loan delivers a real benefit with costs recouped within 36 months, renting it out does not block the refinance.
